Abstract
This study aimed to find out how the teacher students of PPL PBI UIN Sunan Ampel Surabaya implement Literacy and Higher Order Thinking Skills in designing English Lesson Plans and implementing them in microteaching practice classes and looking for emerging obstacles related to designing and implementing English Lesson Plans promoting Literacy and Higher Order Thinking Skills in practice learning English in the microteaching class. This study used a qualitative research model. The subjects in this study were teacher students of the English Education Department at the Faculty of Tarbiyah and Teacher Training at UIN Sunan Ampel Surabaya. Data collected using documentation techniques, observation and interviews.The results of the study showed that: (1) The design of the English Lesson Plans that has been made contains indicators of the application of literacy and higher order thinking skills, which are seen through analysis of the basic competency components, indicators and steps of learning design. (2) English teacher students have been able to carry out learning activities that lead to the application of literacy and high order thinking skills, and (3) the obstacles that arise are the lack of prospective student teacher students in understanding the meaning of literacy as well as higher order thinking skills, and literacy facilities inadequated
