Abstract
Most of the criminal laws implemented in Indonesia come from the provisions contained in the Penal Code inherited from the Netherlands with some amendments. Although its coverege, several criminal laws are regulated outside the Penal Code. It was often heard that there are efforts to revise the Penal Code through the Criminal Code Bill, however, Indonesia has not yet succeded in passing the Criminal Code Bill. One input in the reform of the Criminal Code Bill is its adaptation to the development of the community, its adjustment with the norm of community that is derived from religious teachings.
